Wh(H)o(O) is responsible??????????????

A novel coronavirus outbreak was first documented in Wuhan, Hubei Province, China in December 2019. There are more than 600,000 confirmed cases worldwide, with the US now recording more than any other country, including China. Europe has also seen a surge in cases. US President Donald Trump faced criticism for calling the virus that causes Covid-19 the "Chinese virus" , with accusations that he was helping strengthen bigotry against Asians, especially Chinese. Around one in five people around the globe are under lockdown, ordered to stay home as the world enters a critical week in responding to the accelerating coronavirus pandemic.Now who is really responsible for current and upcoming situation? 
This article  is based on timeline and some course of actions taken by international health organisation known as WHO. Do they did their job properly? 
At first, we have to understand the role of WHO in public health:

  • Providing leadership on matters critical to health and engaging in partnerships where joint action is needed;
  • Shaping the research agenda and stimulating the generation, translation and dissemination of valuable knowledge;
  • Setting norms and standards and promoting and monitoring their implementation;
  • Articulating ethical and evidence-based policy options;
  • Providing technical support, catalysing change, and building sustainable institutional capacity; and
  • Monitoring the health situation and assessing health trends
To understand what is happening today, we have to go back to the late 2019 when the SARS-COV2 was originated at the wet market of Wuhan but another report suggests that the first case of novel coronavirus can be traced back to November 17. The Hubei province is under lockdown since January 23 after it became a battleground for the novel coronavirus. An epidemic was reported in Wuhan in January, two months after the first case which is the first important time period.
